고등학교 특별활동 • 재량활동 교육과정 운영의 실태 분석과 교원의 전문성 제고 방안 연구

본 연구는 제7차 교육과정의 영역 중 학생 개개인의 적성과 인성빌달올 도모하고 독창적이고 유용한 지적가치를 생산할 창의적인 능력과 원만한 인간관계를 위한 감성 능력을 개발하기 위해 도입된 특별활동과 재량활동에 관한 교육과정을 분석하고, 효율적인 운영을 위하여 교원의 전문성을 높이는데 그 목적이 있다. 2002년부터 현장에서 연차적으로 시행중인 제7차 교육과정의 고등하교 특별활동• 재량활동 역시 그 근본 취지에 입각해 학생들의 다양한 육구를 충족시킬 수 있는 시간으로 활용됨으로써 의미 있고 활기찬 학교 공동체 형성을 위한 노력의 일환으로 학교 교육과정으로서의 위치가 매우 중요히다. 본 연구에서는 24개 고등학교 ‘교육계획서’와 16개 시 • 도교육청 교육연수원 자료 현장교원과의 면담 등 다각도로 자료를 수집하면서 제7차 교육과정의 원래의 의도대로 교육 과정을 개발하고 다양한 프로그램을 운영하고 있음을 알 수 있었다. 그럼에도 불구하고 특히 인문계 고등학교 학교현장에서의 특별활동 • 재량활동 시간을 운영하는 현장의 교원은 시행 자체에 어려움을 호소하고 있었다. 이에 본 연구에서는 이를 토대로 교원의 전문성을 높일 수 있는 방안에 초점을 두고 접근을 하게 되었다.

따라서 특별활동 및 재링활동의 효율적인 운영을 위한 교원의 전문성 제고를 위한 방안으로 교원양성 과정에 특별활동 • 재량활동을 교직과목으로 신설하고 교육대학원에 특별 • 재량활동의 전문 교사 자격증 취득과 전문 프로그램 운영, 그리고 평생교육사 자격증과 특별활동 • 재량활동과 연계 방안 도입을 제시한다.

The study of the realities of curriculum analysis for extra activities and optional activities in high school and the methods for improving teachers’ professionalism.

The purpose of this study is to locate the methods in which teachers can effectively manage extra activities and optional activities in the 7th curriculum of high school. In the 7th curriculum, through extra activities and optional activities, each student’s individual human nature and inner mind are encouraged to develop. In addition, their unique and useful knowledge is produced creatively, along with easy going personal relationship. Furthermore, extra activities and optional activities can be used to fulfill each students different desires, making school experience more meaningful and enthusiastic.

For this purpose, 24 high schools educational plans in the implementation of optional and extra activities in the 7th curriculum were evaluated and the improvements were suggested.

Next, by evaluating the training of optional and extra activities by on-site teachers, the direction of the study for optional and extra activities were confirmed.

Lastly, based on the result from the evaluation, the following methods of teachers’ professionalism have been established for the successful implementation of the optional and extra activities. First, in order to successfully manage optional and extra activities for developing students’ creativity and humanism, the training should not be only for the preparation of the college curriculum But the hours of training course of extra and optional activities for new teachers should be expanded so that the quality of teachers’ professionalism will be enhanced accordingly.

Second, in 7th curriculum, the schools characteristics, situations, local communities, teachers and students needs should be all reflected through diversified management of extra and optional activities. For this achievement, the development of a professional program for extra and optional activities in graduate school of education is recommended. This program refers to a training course for "extra and optional activities teachers" or ’’professional humanistic education teachers". This course is required to be implemented similarly to the training courses for professional counseling teachers.

Third, the life time education can be approached with two dimensions, systematical or conceptual. As for the systematical approach, extra and optional activities can be incorporated into professional life time instructors’ license program so that it can be a stepping-stone for training of professional instructors. Also, teachers can influence student’s decisions in lives, careers by adopting the concept of life time education during extra and optional activities.
