경제관련 교과서의 공공경제 내용 분석

본 연구 목적은 중등학교 경제교육에 포함시켜야 할 공공경제 개념과 이론이 현행 교육과정과 교과서에 얼마나 반영되었는지를 분석하는 것이다. 주요 연구결과는 다음과 같다. 첫째, 중등학교 '사회'과목에서 공공경제의 비중이 매우 적었다. 고등학교의 '생활경제'와 '경제'가 선택 과목이기 때문에, 공통필수 과목인 '사회'에 민주시민으로서 알아야 할 공공경제 기본개념을 체계적으로 실어야한다. 둘째, 중등학교 사회과 경제교육에 포함시켜야 할 공공경제의 주요 개념으로 '사회후생, 조세회피, 무임승차, 도덕적 해이, 예산과정' 등을 제안한다. 특히 정보통신기술이 발달한 현대 사회에서 전자상거래가 활성화될수록 조세회피 또는 탈세의 가능성이 커지기 때문에 조세와 관련된 시민의 의무는 강조되어야 한다. 셋째, 정부의 각종 경제정책은 정치적 결정과정에 영향을 받는다. 따라서 정치과정에서 정치가 및 관료들의 행태를 이해할 수 있는 공공선택이론이 경제관련 교재에서 추가되어야 한다. 넷째, 학교 현장에서 '사회보장제도'의 문제점을 해결하기 위한 합리적인 개선방안도 학습 소재로 삼아야 한다. 다섯째, '세계화·지식기반경제에서 새롭게 요구되는 정부의 역할'(지식기반 국가경쟁력 확대, 디지털디바이드 극복, 기업의 규제 완화, 거래 및 조세의 국제표준 마련, 국가 간 경제활동의 상호의존 등)이 경제관련 교재에 제시되어야 한다.

The purpose of this study is analysis of economic-related textbook in the secondary school, focusing on the public economy. The results are as follows.

First, The fundamental concepts related to the public economics should be contained in the requisite course 'Society'.

Second, The concepts 'social welfare', 'tax evasion', 'Tree riding', 'moral hazard', 'budget process' related to the literacy of democratic citizen should be emphasized on the economic-related textbook in the secondary school.

Third, Public choice theory should be added at economic-related textbook in the secondary school because the citizen can understand that the politician, government official act for his(her) self interest in the political decision.

Fourth, The contents of social security and the role of government should be stated clearly in the globalization-knowledge base economy.
